Bintan island is best known as Singapore’s most convenient resort destination, but the Indonesian island is now set to incorporate luxury residences following the launch of the Banyan Tree Residences in Bintan and the release of the masterplan for the Lagoi Bay mixed-use development.

Bintan is less than an hour’s ferry ride from Singapore and just 35 minutes from neighbouring Batam island.

The Banyan Tree Residences in Bintan (pictured) are one of several launched by Singapore-listed Banyan Tree Holdings Ltd, which also announced properties in its resorts in Phuket and Bangkok in Thailand, Lijiang in China and the Seychelles.

Banyan Tree Residences is targeting the type of top-tier travellers and investors that frequent the Group’s range of 21 hotels and resorts in city, beach and mountain resort locations, as well as its 58 spas and two golf courses, including the Greg Norman-designed 18-hole layout in Bintan.

“Everyone’s moving to branding to differentiate their residences, but Banyan Tree is a pioneer in the fact that we only sell residences once our resorts are operational, so potential buyers can see and know exactly what they’re getting. We don’t sell real estate to finance the building of the development,” Paul Chong, Assistant Vice President, Business Development, Banyan Tree Hotels and Resorts, told Property Report.

“Branded properties usually charge a 25-30% premium, but investors should make sure they know what they’re paying for, and in this sense Banyan Tree has established its reputation for delivery quality and luxury. Banyan Tree is vertically integrated, so all our architects, interior designers and marketing work side by side.” Banyan Tree Residences have been conceptualised and designed by Architrave Design and Planning, Banyan Tree’s in-house architectural arm.

The Banyan Tree Residences concept is to allow investors to buy their own villa, townhouse or apartment that becomes part of the inventory of these exclusive resorts. Owners receive an annual guaranteed return of 6% per annum for six years, with options to renew or share in revenues generated by the property.

“Banyan Tree Residences enable investors to diversify their portfolios while receiving guaranteed returns, without worrying about managing the property when they’re not there,” explained Richard Skene, Assistant Vice President, Banyan Tree Residences. “Of course all of our owners enjoy the lifestyle benefits which have become synonymous with the Banyan Tree Hotels and Resorts brand.”

Owners are entitled to 60 days’ complimentary use of their residence every year, membership at the exclusive Banyan Tree Residence Club and access to the Banyan Tree Private Collection, Asia’s first Destination Club. Banyan Tree properties include maintenance, cleaning, landscaping and security, while owners enjoy access to hotel amenities and services.

Open exhibitions of Banyan Tree Residences will be held in London on June 1-2, then in Hong Kong on the weekend of June 16-17 at The Landmark Mandarin Oriental Hotel.

Lagoi Bay targets investors

Bintan is also the subject of fresh interest from investors and resort operators following the release of the masterplan for Lagoi Bay. An integrated resort development, Lagoi Bay will feature further resorts but also residences, shopping outlets, restaurants, and entertainment and sea-sports facilities.

Situated on the island’s north coast, Lagoi Bay is located within Bintan Resorts, the expansive integrated beach resort destination that currently includes 10 resorts, including Banyan Tree and Angsana. The Lagoi Bay site, a 15-minute drive from the international ferry terminal, is about 1,300 hectares in size.

A total of 33 sites ranging from 2,000sqm to 19 hectares (190,000sqm) is being offered in the first phase for a variety of uses, including residential, resort and commercial developments. All sites have close proximity to the beach and road access, and will be served by power, potable water, telecommunications, sewer lines and solid waste collection.

22 firms sign deals to invest more than US$1.8b in Batam, Bintan

BATAM, INDONESIA, 02 August 2007 (Channel News Asia) - Indonesia's Riau islands on Thursday signed investment deals worth US$1.8 billion with 22 companies, including some from Singapore. The investments in the Special Economic Zones on the islands of Batam, Bintan and Karimun will create 50,000 new jobs, a significant boost to the region's efforts to compete with other free trade areas in Asia.

Singapore and Indonesia agreed last year to jointly develop these Special Economic Zones. Eight Singapore companies plan to put in another US$613 million in investments. "In the past years, we're beginning to see many manufacturers and investors beginning to expand their presence in Batam. That, of course, means good business for logistics operators like ourselves," said Chan Kong Leong, Sembawang Kimtrans' Group Chief Operating Officer.

Investors say they see a good potential for growth in areas like the oil and gas sector. "There's a lot of investment that might come in for oil and gas, especially if one day the huge Natuna project becomes feasible. Now, the oil price is edging towards 80 dollars. If it goes higher, then the Natuna project will be feasible," said Kris Wiluan, president director of PT Citra Tubindo. The Indonesian government plans to establish 11 more Special Economic Zones across the country, using Batam, Bintan and Karimun as the models.

PT. NIGI Bintan will deploy and engage one 12 Ton crane lorry form the contractor in Bintan. This will be used to deliver the cylinders and racks to the customers in Kijang Bintan Island. PT. NIGI Bintan will purchase assets like forklifts, crane lorries and expand its refilling facilities once the factory is fully funtional. PT. NIGI Bintan will be investing more than 200 Oxygen racks and 500 loose cylinders when the operations begins and include the import and manufacture of other gases depending on the market demand and the customers requirements. Eventually more assets like cylinders and racks will be invested to meet the demand of the customers in Bintan Island.

The Framework Agreement on Economic Cooperation in the Islands of Batam, Bintan and Karimun was signed on the 25 June 2006 in Batam by Dr. Boediono, Indonesian Coordinating Minister for Economic Affairs and Mr Lim Hng Kiang, Singapore Minister for Trade and Industry.

The signing was witnessed by Indonesia President Susilo Bambang Yudhoyono and Singapore Prime Minister Lee Hsien Loong.

The Framework Agreement cements the Singapore-Indonesia partnership to establish special economic zones (SEZs) in Batam, Bintan and Karimun. The SEZs will lay the groundwork for both islands to become investor-friendly and cost-competitive manufacturing zones that can attract international flows of foreign direct investments.

Key Areas of co-operation

The Framework Agreement outlines seven key areas that Indonesia and Singapore will cooperate in to ensure that business, regulatory and labour conditions in Batam and Bintam are favourable to investors. These seven areas are – investment, finance and banking, taxation, customs and excise, immigration, manpower, and capability development.

Dedicated administration and its guiding principles

The Framework Agreement also details that a dedicated and effective administration(s) would be set up for the special economic zones(SEZs). This dedicated administration would be guided by the following principles:

(i) Developing an effective institutional framework for the SEZs to be internationally competitive;
(ii) Ensuring clarity and consistency in the policy framework of the SEZs;
(iii) Streamlining regulatory procedures to ensure clarity and transparency in the implementation of policies;
(iv) Creating and sustaining a competitive and stable business environment to enhance the development of the SEZs; and
(v) Developing and maintaining a well-planned, competitive and efficient industrial infrastructure

Joint Steering Committee & Joint Working Committee

A ministerial-level Joint Steering Committee (JSC), responsible for the implementation of the Framework Agreement, will be established.

A working-level Joint Working Group will also be established support the JSC to implement the action plan for the development of the special economic zones in Batam, Bintan and Karimun.

Landmarks to buy out Bintan landowner

Landmarks Bhd's wholly owned subsidiary Primary Gateway Sdn Bhd has entered into a conditional sale and purchase agreement with Castle Knight Investments Ltd and Complete Win Group Ltd to acquire the remaining 26% equity interest in Bintan Treasure Bay Pte Ltd (BTB) for RM360.8mil. The proposed acquisition will result in BTB becoming a wholly owned subsidiary of Primary Gateway, which currently holds 74% of BTB. BTB is an investment holding company and its principle asset is a 338ha leasehold land in Bintan Island, Indonesia held through its indirect subsidiary, PT Pelangi Bintan Indah.

Malaysian property firm Landmarks Bhd is buying out a firm that owns 338 hectares of land on Bintan island for S$156.9 million ($111 million), Landmarks said on Tuesday (5/2/08), Reuters reported. Last month, Landmarks won Indonesian approval to start an integrated tourism zone in Bintan, which is a popular resort island for Singaporeans.

Landmarks Boosts Investment in Bintan

Malaysian developer and leisure firm Landmarks Holdings is planning to invest a total of 4 billion ringgit ($1.20 billion) in a resort on Indonesia's Bintan island, The Edge financial daily said on Friday, citing a top company official, Reuters reported. Landmarks' chief operating officer Lim Boon Soon said there were no plans for gambling facilities at the resort.
Landmarks said on Thursday its unit, Primary Gateway Sdn Bhd, is acquiring an additional 9.5% stake in Bintan Treasure Bay Pte Ltd, the Bintan project developer, increasing its stake in Bintan Treasure to 74%.
The Bintan project will include a lifestyle hotel and resort plus residential and commercial development.

Travel Information

The Teluk Sebung ferry terminal is a 45 minute ferry ride from the Tanah Merah Ferry Terminal which is a 5-minute drive from Singapore airport. Customs

Duty free concessions for visitors entering Indonesia include a maximum of one litre of spirits (brandy, whisky, gin, rum, vodka...etc), one litre of wine, one litre of beer, 200 cigarettes or 50 cigars or 100gm tobacco and a reasonable amount of perfume. Photographic equipment, typewriters, recorders and computers must be declared at customs upon entry. Places.

Penyengat Penyengat, On the northern tip of Bintan Island, became home to the Maya-Bugis nobility during the 18th century. Remnants of this glorious royal past are still evident in the Penyengat Royal Mosque, Town Hall, mausoleums and palace ruins.

South Bintan

The south of Bintan Island is also home to quaint fishing towns with an easy-going and relaxed kampong (local village) atmosphere. Numerous kelongs (fishing houses built on stilts above sea) flourish on southern Bintan, with some serving up delicious seafood for tourists.

INDONESIA IMMIGRATION REGULATION

Your passport must be valid for at least six months from your date of arrival or you may be denied admission. If arriving on a tourist visa, you must also show proof of onward journey in the form of a return or through ticket. At the time of arrival, you will be issued a tourist card. Keep the card with your passport, as you'll have to hand it back when you leave the country.

It is not possible to get an extension on a tourist visa, unless there is an extraordinary circumstances such as natural disasters, accident, illness, medical or you have to answer legal charges.

An estimate of 13,000 people will be forced to seek hotels outside Singapore, including Batam and Malaysia's Johor.

2. Approval, Licenses, Decrees, and Permits in Implementation Stage

PERMANENT BUSINESS LICENSE

A. What Is Permanent Business License?
Permanent business license (Izin Usaha Tetap, IUT) is the license that shall be possessed by companies for the realization of commercial production of goods as well as services as the implementation of SP-PMDN or SP-PMA already obtained by the companies.

B. How To Apply
Applications for IUT shall be filed to Head of BKPM.Applications for IUT shall be filed by using Form IUT (Application for Permanent Business License in the Framework of PMDN/PMA).

C. Approval Of Applications
Approval of applications for IUT shall be issued in the form of decisions on IUT (Surat Keputusan IUT, SK-IUT).SK-IUT shall be issued by Head of BKPM on behalf of Minister in charge of relevant business.SK-IUT shall be issued not later than 7 (seven) working days after the receipt of correct and complete applications.

D. Validity Period
IUT shall be valid for:30 (thirty) years starting from the realization of commercial production for PMA companies; as long as the companies are engaged in operation/production for PMDN companies.PMA companies could renew their IUT validity periods by filing application for IUT renewal for their business activities. Applications for IUT renewal shall be filed before the expiration of the companies IUT to Head of BKPM by using Form IUT. The renewed IUT are valid for 30 (thirty) years starting from the expiration of the relevant IUT. In addition, PMA companies undertaking business expansion shall be granted IUT validity extension of 30 (thirty) years starting from the realization of commercial operation/production of their expansion projects.

E. Other Provisions
For industrial companies located in industrial estates:SP-PMDN or SP-PMA shall be valid as the license for commercial production.When the companies are already engaged in commercial production they shall submit Commencement of Production Statement which is a statement on the preparedness for production to Head of BKPM. Upon reviewing the statement, Head of BKPM shall directly issue IUT.

LETTER OF APPROVAL OF CUSTOMS FACILITIES FOR CAPITAL GOODS

A. How To Apply
Applications for approval of the import of capital goods with facilities for PMDN and PMDN companies shall be filed to Head of BKPM.Applications for approval of the import of capital goods shall be filed by using Model IV.A.

B. Approval Of Applications
Approval of applications for the import of capital goods with facilities shall be issued in the form of letter of approval (Surat Persetujuan, SP) of customs facilities for capital goods with the master lists of capital goods attached.SP of customs facilities for capital goods shall be issued by the Head of BKPM on behalf of the Minister of Finance.SP of customs facilities for capital goods shall be issued not later than 14 (fourteen) working days after the receipt of correct and complete applications.

C. Validity Period
The validity period of SP of customs facilities for capital goods shall conform to the period of project completion.

D. Other Provisions
Applications for change in approval of the import of capital goods already possessed shall be filed to the Head of BKPM. Their approval shall be issued not later than 14 (fourteen) working days after the receipt of correct and complete applications.In the event that the capital goods already imported are to be exported, the relevant companies shall file application for re-export of capital goods to the Head of BKPM.

LETTER OF APPROVAL OF CUSTOMS FACILITIES FOR BASIC /AUXILIARY MATERIALS

A. How To Apply
Applications for approval of the import of basic/auxiliary materials with facilities for PMDN and PMA companies shall be filed to Head of BKPM.Applications for approval of the import of basic/auxiliary materials shall be filed by using Model IV.B.

B. Approval Of Applications
Approval for applications for the import of basic/auxiliary materials with facilities shall be issued in the form of letter of approval (Surat Persetujuan, SP) of customs facilities for basic/auxiliary materials with the master lists of basic/auxiliary materials attached.SP of customs facilities for basic/auxiliary materials shall be issued by Head of BKPM on behalf of the Minister of Finance.SP of customs facilities for basic/auxiliary materials shall be issued not later than 14 (fourteen) working days after the receipt of correct and complete applications.

C. Validity Period
The validity period of SP of customs facilities for basic/auxiliary materials is as follows:PMDN and PMA companies without IUT shall be granted basic/auxiliary materials import facilities for the need of 1 (one) years production for an import period of 1 (one) year; PMDN and PMA companies with IUT shall be granted basic/auxiliary materials import facilities for the need of 2 (two) years production for an import period of 2 (two) years.

LIMITED IMPORTER'S IDENTIFICATION NUMBER DECREE

A. What Is Limited Importers Identification Number?
Limited importers identification number (Angka Pengenal Importir Terbatas, APIT) is the identification number serving as the license to import capital goods and basic/auxiliary materials to be used by relevant PMDN or PMA companies in the process of production of the approved investment projects.

B. How To Apply
Application for APIT shall be submitted to Head of BKPM.Applications for APIT shall be submitted by using APIT Form.

C. Approval For Applications
Approval of the application for APIT shall be issued by in the form of APIT decrees (SK-APIT).SK-APIT shall be issued by Head of BKPM on behalf of the Minister of Industry and Trade.SK-APIT shall be issued not later than 5 (five) working days after the receipt of correct and complete applications.

D. Validity Period
APIT shall be valid for the entire territory of Indonesia starting from the date of stipulation as long as the companies concerned are still engaged in production activities.

E. Other Provisions
PMDN and PMA companies in the trading services business intending to import for goods for trading purposes shall have their APIT effective also as the General Importes Identification Number (Angka Pengenal Importir Umum, APIU).In the event that there are changes in names, addresses and boards of executive directors or those signing import documents, the relevant companies shall file applications for the modification of APIT to Head of BKPM.

PLAN FOR EMPLOYMENT OF FOREIGN PERSONAL DECREE.

A. What Is Plan For Employment Of Foreign Personnel?
Plan for employment of foreign personnel (Rencana Penggunaan Tenaga Kerja Asing Pendatang, RPTKA) is a plan regarding the number, functions and employment periods of foreign personnel needed by PMDN or PMA companies to implement their investment projects.

B. How To Apply
Applications for RPTKA shall be filed to Head of BKPM.Applications for RPTKA shall be filed by using Form RPTKA.

C. Approval Of Applications
Approval of application for RPTKA shall be issued in the form of RPTKA decrees (SK-RPTKA).SK-RPTKA decrees shall be issued by Head of BKPM on behalf of the Minister of Manpower.SK-RPTKA decrees shall be issued not later than 4 (four) working days after the receipt of correct and complete applications.

TA.01 RECOMMENDATION

A. What Is Ta.01 Recommendation?
Expatriates of PMA and PMDN companies as well as regional representative offices of foreign companies who are ready to leave for Indonesia are required to possess visas for limited stay (Visa Tinggal Terbatas, VITAS). To obtain VITAS, companies shall file for TA.01 recommendations.

B. How To Apply
Application for TA.01 recommendation shall be filed to Head of BKPM.Application for TA.01 recommendation shall be field by using Form PPt.2.

C. Approval Of Applications
Approval of applications for TA.01 recommendation shall be issued in the form of TA.01 recommendation.TA.01 recommendation shall be issued by Director of Licensing and Facilities to the Director General of Immigration.TA.01 recommendation shall be issued not later than 4 (four) days after the receipt of correct and complete applications.

D. Other Provisions
Based on TA.01 recommendations, the Directorate General of Immigration shall notify representative offices of the Republic of Indonesia to issue VITAS to the relevant expatriates.After the arrivals of expatriates, the relevant companies shall file applications for the issue of Limited Stay Permit Cards (Kartu Izin Tinggal Terbatas, KITAS) to local immigration offices. KITAS application shall be submitted using the KITAS application form and enclosing evidences of embarkation cards.

Notes
TA.01 recommendation is issued to the Director General of Immigration not to the applicant.BKPM and BKPMD do not issue VITAS as well as KITAS.

EXPATRIATE WORK PERMIT DECREE

A. What Is Expatriate Work Permit?
Expatriates work permit (Izin Kerja Tenaga Warga Negara Asing Pendatang, IKTA) is a permit for PMDN or PMA companies to employ a number of expatriates in certain functions for certain periods of time. Expatriates with KITAS who are going to work in Indonesia shall apply for IKTA.

B. How To Apply
Application for IKTA shall be filed by the expatriates sponsor which in this case is the relevant PMDN or PMA companies.Application for IKTA shall be filed to Head of BKPM.Application for IKTA shall be filed by using Form Ppt.2.

C. Approval Of Applications
Approval of application for IKTA shall be issued in the form of IKTA decrees (Surat Keputusan IKTA, SK-IKTA) and legitimization book.SK-IKTA and legitimization book shall issued by Head of BKPM for Head of BKPM on behalf of the Minister of Manpower.SK-IKTA and legitimization book shall be issued not later than 4 (four) days after the receipt of correct and complete applications.

D. Other Provisions
Applications for the extension of IKTA shall be filed using Form Ppt.2 within 30 (thirty) days of its expiration date.PMDN or PMA companies shall submit approval on KITAS extension.In the event of any change in the use of expatriates whose posts are transferred as well as changes in sponsors or locations, relevant PMDN and PMA companies shall file applications to Head of BKPM.Expatriates other than executive directors and board members already working in Indonesia for 3 (three) consecutive years shall leave the territory of Indonesia with the status of exit permit only (EPO). If, however, the expatriates are still needed by relevant companies, sponsor companies shall enter new procedure for TA.01 recommendation on the basis on the valid RPTKA along with copies of EPO papers.

1. Approval in Investmen Stage

APPROVAL OF DOMESTIC INVESTMENT

According to Decrees of the Chairman of The Investment Board (BKPM) Numbers 57, 58, 59, 60 and 61 Year 2004 concerning the Application Procedures, applications for new investment as well as the alteration projects under PMA and or PMDN arrangements shall be filed to the Head of BKPM.

A.How To Apply

Applications for new investment under PMDN arrangements can be filed by:

limited liability companies (Perseroan Terbatas, PT);
partnership companies (Commanditaire Vennootschap, CV);
firms (Firma, Fa);
cooperatives business units (Badan Usaha Koperasi);
state owned enterprises (Badan Usaha Milik Negara, BUMN);
regional-administration owned companies (Badan Usaha Milik Daerah; BUMD);
individuals.

Applications for new investment as well as the alteration projects under PMDN arrangements shall be filed to the Head of BKPM. Applications for new investments under PMDN arrangements shall be filed by using Model I/PMDN form. Applications for alterations of investment projects under PMDN arrangements shall be filed using other model forms.

B. Approval Of Application

Approval of the applications for new investment under PMDN arrangements shall be issued in the form of letter of approval of domestic investments (Surat Persetujuan Penanaman Modal Dalam Negeri, SP-PMDN) in the form of letter approval for alterations/extension of domestic investments (Surat Persetujuan Perubahan/Perluasan Penanaman Dalam Negeri, SP Perubahan/Perluasan-PMDN)..

SP-PMDN shall be issued by Head of BKPM and shall be issued not later than 10 (ten) working days starting from the receipt of correct and complete applications.

Local Permits shall be issued by;

Governors/Heads of Provincial Regions (in this case Chairmen of local Investment Bodies) when the applications were filed to the Chairmen of local Investment Bodies for the Extension of Working Permits of the foreigners working in the regions within the province. Notice that the Chairmen of local Investment Bodies are staffs of Governors/Heads of Provincial Regions. Approvals issued by Governors/Heads of Provincial Regions are, in principle, approvals issued by Chairmen of local Investment Bodies for the Governors/Heads of Provincial Regions. For simplicity, approvals issued by Chairmen of local Investment Bodies, hereafter, refer to approvals issued by Chairmen of local Investment Bodies for the Governors/Heads of Provincial Regions.
Regents/City Majors or Heads of Regencies/Cities in Regions (in this case Chairmen of local Investment Bodies of regencies/cities) when the applications were filed to the Chairmen of local Investment Bodies of regencies/cities for the Sites/Locations, Land Title/Usage of Land, Building Permit and the Environmental permit. Notice that the Chairmen of local Investment Bodies of Regencies/Cities are staffs of Regents/City Majors or Heads of Investment Bodies of Regions/Cities. Approvals issued by Regencies/Cities in Regions are, in principle, approvals issued by Chairmen of local Investment Bodies for the Regents/City Majors of Regencies/Cities. For simplicity, approvals issued by Chairmen of local Investment Bodies, hereafter, refer to approvals issued by Chairmen of local Investment Bodies for the Regents / City Majors or Heads of Regions.

C. Other Provisions

PMDN companies with SP-PMDN shall file applications for investment implementation licenses required for the realization of their investments. SP-PMDN shall be automatically cancelled if no realization of projects taken place in the form of concrete activities for 3 (three) years for the new projects and for 2 (two) years for the extension projects starting from the date of its issuance. Concrete activities consist of administrative and physical ones.

Concrete administrative activities shall be those for the following licensing:

the location, building/space contracts for services business; and
bank accounts in the names of PMDN companies; and
customs approval letter for capital goods; and/or
limited importer's identification number; and/or
decision on the plan for employment of foreign personnel; and/or
building construction permit; and/or
Nuisance Act permit; and/or
deed of the establishment of companies already validated by the Minister of Justice for capital participation based companies).

Concrete physical activities shall be those already conducted: for industries: there are main activities in the form of land clearance covering at least 25 percent of the areas contained in SP-PMDN; or for services and capital participation (holding): there are main activities in the form of land clearance covering at least 25 percent of the areas contained in SP-PMDN, or office/building space

2. MINING

Bintan Regency consists of small and big islands’ constellations, which have relatively huge amount of natural mineral and energy resources, classified in three types: type A (strategic), type B (vital) and type C.

a. Bauxite

Bauxite is abundantly discovred in Bintan island, more and less at 15.000.000 tons. Some are residual deposit in East Bintan sub district, it has been explorated since the Dutch colonization by NV Nibem and now it is being managed by PT Aneka Tambang tbk. The other 10.000.000 tons is unexploited sediment/deposit in North Bintan sub district, Bintan Regency, Kundur and Karimun with total reserve of 3.835.500 m³.

b. Granite and Sand

The potential type C mine is granite which is largely found in the province and is one of the main mineral commodities due to the massive amount of reserve available in Bintan.
Sand mining potential vary from sea sand and land sand. Sea sand has relatively high economical value, especially for reclamation purposes in Singapore and Malaysia. The land sand’s reserve is abaut 6.800.000 m³ and sea sand’s reserve is 7.164.348.267 tons.

Bintan leads a double life: the northern portion of the island, Bintan Resorts (Lagoi), is a colony of Singapore in all but name, full of expensive resorts and manicured lawns. As it has very little in common with the rest of the island, the resorts are covered in the Bintan Resorts article.

Separated from the resorts by checkpoints and armed guards, the southern half of the island is "real" border town Indonesia, home to electronics factories, fishing villages, many prostitutes and some low-key beaches.

You are most likely to arrive by boat. Most international travelers arrive from Singapore and Johor Bahru. Bintan is also the major domestic seaport for the Riau Islands and is a port of call for Indonesia's major passenger shipping company Pelni.

There are several passenger ports in Bintan. The most common one is at Tanjung Pinang where most short-distance inter-island ferries and those from Singapore and Johor Bahru dock. The other ferry terminals are at Tanjung Uban, Kijang (where Pelni boats dock), and Teluk Sebung which serves the Bintan Resorts area on the northern part of the island. Tanah Merah Ferry Terminal

The various ferries from Singapore take around 2 hours to get to Tanjung Pinang. When you arrive you should confirm your return at the ferry company offices ASAP as the ferries can get full. It is impossible to get out of the terminal without a guide latching on to you, so take advantage and get them to show you where the office is, they may offer to do this anyway. It is roughly - left out of the terminal, then take the first left and the office is at the end of the street and should only take a couple of minutes to reach.

Sentosa speedboats run virtually every 15 minutes between Telaga Punggur on the southeastern end of Batam and Tanjung Pinang, the main town on Bintan.
The fare is Rp. 30.000 before port taxes of Rp. 3.500 (1 hour). Slightly less frequent speedboats run between Telaga Punggur and Tanjung Uban on the western end of Bintan.

Several ferries which originate from cities in the Sumatra mainland also call at Sekupang, the main domestic ferry port on Batam, before continuing to Tanjung Pinang. One such operator is Dumai Express.

GET ARROUND IN BINTAN ISLAND

There is no public transportation to speak of Bintan. Taxis/car rental are the only ways to get around Bintan. Car rental should not cost more than S$50/day for a sedan, in fact, some places cost S$20/day.

Taxis compete furiously for your custom and cutthroat bargaining is a necessity. The safety of these is dubious though, and it is generally advisable to avoid the taxi touts at Tanjung Pinang's ferry terminal entirely and arrange transportation with your lodgings.

Mikrolet (minibuses which operate on fixed routes. They carry six to eight passengers and charges per person vary with the distance), known as Angkutan Kota / Angkot in Bintan is another useful way to roam around, fare around the town is Rp. 2.500 (as of 2007). Bintan first became politically important when Sultan Mahmud of the fallen Sultanate of Malacca fled to Bintan and created a resistance base there after Malacca was taken by the Portuguese forces in 1511. The Portuguese eventually destroyed the stronghold in 1526, and after a few years the Sultanate founded a new capital back on the Malay Peninsula and developed from there.
Bintan was also once the capital of the Sultanate of Johor that grew to considerable political and cultural power from the 17th to the 19th century. The island played a central role in Malay culture.
At the beginning of 18th century the Sultanate of Johor entered into political turmoil and the capital moved back to Bintan as the Bugis took control of the sultanate. In the hands of the Bugis, Bintan became a powerful trading port, attracting regional, Western, Indian and Chinese traders as well as migrants including Chinese much in the same way Malacca developed into a regional power three centuries earlier.
The success of the port caught the attention of the European powers. The British, who controlled Penang, were looking for a new settlement further to the south of the Straits of Malacca that would contain the Dutch expnsions and considered Bintan as a possible location.
The Dutch, however, no longer accepted the competition from Bintan and attacked and took control of the island at the end of the 18th century, bringing to an end its local trading supremacy and delaying the British arrival in the area for a few years until the internal power struggle within the sultanate of Riau-Johor offered them the opportunity to take control of the island of Singapore.
The island declined as a trading port but grew as a cultural center as a new palace on Penyengat Island developed into the stronghold of Malay and Islamic culture.

Untuk Kabupaten Bintan memang Penerapan FTZ ini masih bersifat Enclave atau sebagian kawasan saja. Kawasan yang termasuk dalam FTZ ini adalah Kawasan Wisata Lagoi, Kawasan Industri Lobam dan Kawasan Industri Galang Batang.
